The Danish Refugee Council (DRC) is an international humanitarian NGO with operations in over 40 countries, providing support and protection to displaced communities. Through the Mixed Migration Centre (MMC), DRC conducts research, policy analysis, and data collection to enhance understanding of mixed migration patterns worldwide.
Since 2014, MMC has implemented the 4Mi project, which collects primary data from migrants and refugees along key migration routes. The project provides crucial insights into migration drivers, protection risks, and decision-making processes.

Consultancy Overview
MMC seeks a consultant to conduct quantitative research on mixed migration movements in Tanzania as part of a project funded by UNHCR. The consultant will be responsible for:
β Obtaining necessary authorizations for data collection.
β Recruiting and training enumerators.
β Collecting approximately 1,200 surveys from people in mixed movements.
β Ensuring compliance with MMC Standard Operating Procedures (SOPs) and quality standards.
The consultant must have legal authorization to work in Tanzania and the selected research locations.
Research Context
Tanzania is a key transit country along the Southern Route and the Western Indian Ocean Route, both widely used by migrants traveling from the Horn of Africa and Great Lakes region toward Southern Africa and Mayotte (Comoros).
Migrants use various transport modes (air, sea, overland), often facing protection risks such as:
πΉ Clandestine travel in shipment containers
πΉ Walking long distances through remote areas
πΉ Smuggling and human trafficking networks
To inform policy and improve migrant protection, this research will provide updated, evidence-based insights on migration trends, decision-making, and protection needs in Tanzania.
Key Responsibilities
πΉ Project Planning & Coordination
- Secure research permits and approvals in Tanzania.
- Identify optimal data collection locations and enumerator needs.
- Participate in MMC Training of Trainers (ToT) sessions.
πΉ Enumerator Recruitment & Training
- Recruit qualified field enumerators.
- Develop training materials and conduct a 2-day training workshop.
πΉ Data Collection & Management
- Conduct a pilot survey for validation.
- Implement 1,200 structured interviews using MMCβs data collection tool.
- Ensure enumerators meet daily survey targets.
- Provide regular feedback to MMC on data quality.

Eligibility & Qualifications

Essential Requirements:
β Advanced degree (Masterβs/PhD) in Migration Studies, Social Sciences, or related field.
β 5+ years experience in migration research, with expertise in quantitative data collection.
β Strong knowledge of mixed migration routes in East & Southern Africa.
β Proven ability to secure research permits in Tanzania.
β Fluency in English & Swahili (French is a plus).
β
Desirable Skills:
β Knowledge of Somali, Tigrinya, Oromo, or Amharic.
β Previous experience with MMC ethical guidelines and SOPs.
Compensation & Payment Structure
π° Payment Terms:
β 30% upfront upon Inception Report submission.
β Remaining 70% upon project completion.
πΉ Consultant must arrange travel, accommodation, and insurance.
