1. Key Job Purpose

The Quantity Surveyor is responsible for overseeing cost control, financial management, and contractual administration of construction and infrastructure projects. This role ensures projects are delivered on time, within budget, and to the required quality standards, with a strong focus on financial and contractual aspects.

2. Key Duties and Responsibilities

Cost Estimation & Feasibility Studies

  • Conduct feasibility studies, perform cost analysis for materials, labor, and time.
  • Ensure realistic budget projections using industry-standard software and methodologies.

Tender Preparation & Cost Analysis

  • Prepare and manage tender submissions.
  • Negotiate terms and analyze costs to ensure competitive bidding and compliance with procurement policies.

Budget & Cost Control Management

  • Develop, monitor, and control project budgets throughout the lifecycle.
  • Provide variance reports and take corrective action where needed.

Contract Administration & Management

  • Draft, review, and manage contracts, including timelines and payment schedules.
  • Ensure legal compliance and resolve disputes where necessary.

Risk Management & Mitigation

  • Identify potential financial, legal, and operational risks.
  • Implement strategies to avoid cost overruns and delays.

Progress Valuation & Payment Certifications

  • Value completed works and ensure proper cash flow through accurate payment certification.
  • Verify contractor claims align with contract terms.

Legal & Contractual Advisory

  • Offer expert advice on construction law, contracts, and dispute resolution.
  • Ensure adherence to statutory regulations.

Reporting & Documentation

  • Prepare progress reports, financial forecasts, and maintain full documentation of contract changes or adjustments.

Stakeholder Engagement & Collaboration

  • Work closely with clients, contractors, project managers, and regulators.
  • Facilitate issue resolution and alignment with project goals.

3. Key Performance Indicators (KPIs)

  • Cost Savings: Projects delivered within or below budget
  • Budget Accuracy: ≤ 5% variance between estimated and actual costs
  • Contract Compliance: Full compliance with contract terms and deadlines
  • Risk Mitigation: Successfully mitigated risks during project execution
  • Project Timeliness: On-time or early project completion
  • Quality Control: Minimized change orders due to quality issues
  • Stakeholder Satisfaction: High client feedback and satisfaction
  • Tender Success Rate: Strong ratio of successful to total bids
  • Payment Timeliness: On-time payments to contractors and suppliers

Education and Professional Qualifications

  • Bachelor’s degree in Civil Engineering, Quantity Surveying, or related field
  • Minimum 3 years’ experience in construction, preferably in the private sector
  • Certified Professional Quantity Surveyor (CPQS) or equivalent
  • Proficiency in English (written and spoken)
  • Familiarity with construction management software
