Currently, PSI is implementing the Malaria Elimination in Zanzibar (MEZA) project, funded by the Gates Foundation. This 3-year initiative supports the Zanzibar Malaria Elimination Program (ZAMEP) in achieving the National Malaria Strategic Plan objectives. The program is working towards eliminating local malaria transmission and preventing re-establishment by 2029.
Consultancy Overview
PSI is inviting applications for an Individual Consultant to conduct an assessment of operational, managerial, technical, and financial capacity for decentralized malaria surveillance and response in Zanzibar.
This assessment aims to analyze and strengthen the capacity of both National and District-level health systems to support decentralized malaria surveillance and enhance programmatic decision-making at the district level. The consultant will assess how District Malaria Surveillance and Response Teams (DmSRTs) can efficiently use malaria data to drive malaria response interventions.
At the National level, the consultant will evaluate ZAMEP’s transition from an implementing body to a technical support provider for district teams. The assessment will identify strengths and challenges affecting the decentralization process while recommending operational improvements.
Key Responsibilities
- Conduct an in-depth assessment of operational, managerial, technical, and financial aspects of malaria surveillance decentralization.
- Analyze District Malaria Surveillance and Response Teams (DmSRTs) in terms of data usage and decision-making capabilities.
- Evaluate the National Malaria Elimination Program (ZAMEP) in providing technical guidance and resource mobilization.
- Identify challenges and strengths in decentralization efforts and propose improvement strategies.
- Provide recommendations for enhancing management, leadership, and operational processes.
Consultant Requirements
- Proven expertise in public health program management, malaria control/elimination, or health system strengthening.
- Strong experience in conducting operational and financial assessments.
- Background in health surveillance systems and decentralized health program implementation.
- Excellent analytical and reporting skills.
- Experience working with government health programs or international organizations is an added advantage.
