Job Summary
UNDP is seeking a Transnational Organised Crimes Specialist to enhance law enforcement capabilities in tackling serious and organized crime (SOC) in Zanzibar. This position is part of a project financed by the FCDO and the European Union, aiming to address crimes such as narcotics trafficking, human trafficking, illicit wildlife trade, and child exploitation risks.
The specialist will work within the Transnational Organised Crime Task Force (TOCTF) in Zanzibar, mentoring key law enforcement officials and ensuring that resources and capabilities are effectively managed in line with UNDP and Tanzanian government agreements.
Key Responsibilities
1. Strengthening Law Enforcement Capacity
- Mentor heads of law enforcement agencies on handling transnational organized crime.
- Lead and manage complex investigations in a sensitive and secure environment.
- Guide the development of intelligence-led investigations to combat serious crimes.
- Oversee international evidence gathering and case building for judicial outcomes.
2. Supporting Investigations and Prosecutions
- Act as a subject matter expert and senior investigating officer on transnational organized crime.
- Develop and implement investigative strategies, covert tactics, and forensic analysis.
- Ensure that investigations align with Tanzanian and international legal frameworks.
3. Policy and Strategic Advisory
- Support the Zanzibar Director of Public Prosecutions in implementing justice sector reforms.
- Strengthen cooperation between justice institutions, donors, and development partners.
- Provide technical support in legislative drafting, criminal justice policy, and case law reforms.
4. Risk Management and Compliance
- Implement risk management strategies to prevent misuse of resources.
- Ensure investigations follow ethical, legal, and procedural guidelines.
- Maintain accurate risk registers and provide regular updates to stakeholders.
5. Training and Knowledge Sharing
- Develop capacity-building programs for law enforcement, judiciary, and prosecution teams.
- Introduce modern investigative techniques to improve prosecution success rates.
- Organize knowledge-sharing sessions on human rights-based approaches to crime prevention.
Required Qualifications & Experience
Education:
- Master’s Degree in Security Studies, Public Administration, or related fields.
- A Bachelor’s Degree with 9 years of experience may be considered in place of a Master’s.
Experience:
- 7+ years (with Master’s) or 9+ years (with Bachelor’s) in:
- Investigating and prosecuting serious and organized crime.
- Digital and cybercrime, financial crime, intelligence, and covert operations.
- Advising governments on criminal justice and law enforcement reforms.
- Managing risk assessments and implementing crime prevention strategies.
- Coordinating with international law enforcement agencies.
Technical Skills & Competencies:
- Strong understanding of evidence collection, intelligence analysis, and prosecution techniques.
- Experience leading multi-agency task forces on crime prevention.
- Knowledge of criminal justice policies and UN human rights standards.
- Ability to work in sensitive and high-risk environments.
Languages:
- Fluency in English is required.
- Knowledge of Kiswahili and another UN language is an added advantage.
