Job Purpose
The Programme Policy Officer (National Coordinator) will be responsible for overseeing, managing, and coordinating the implementation of the Joint Programme on Rural Women’s Economic Empowerment (JP RWEE) in Tanzania. This includes ensuring smooth collaboration between participating UN agencies, government representatives, and other stakeholders.
The officer will work closely with technical focal points, senior agency staff, and government bodies to ensure effective governance, strategic alignment, and program impact.
Key Responsibilities
1. Programme Coordination
- Serve as the overall manager of the JP RWEE in Tanzania.
- Lead coordination among participating UN agencies, government bodies, and implementing partners.
- Organize and lead monthly Technical Working Group meetings and National Steering Committee meetings.
- Represent JP RWEE in national and global coordination forums, ensuring visibility and alignment with global best practices.
2. Programme Management & Implementation
- Oversee programme execution as per the approved 2025 work plan.
- Develop the 2026 annual work plan and budget, ensuring timely submission and adherence to global requirements.
- Identify and address challenges affecting programme implementation.
- Organize joint field visits and assessments with stakeholders.
3. Monitoring, Evaluation & Reporting
- Implement the Monitoring & Evaluation (M&E) system in collaboration with the MEAL Coordinator.
- Oversee programme performance and implement improvements where necessary.
- Lead quarterly review meetings with partners.
- Compile and submit accurate biannual reports for donors, ensuring compliance with global standards.
4. Knowledge Management & Learning
- Oversee the development of a knowledge management plan for the programme.
- Identify and document best practices and lessons learned.
- Facilitate knowledge-sharing between agencies and contribute to global learning platforms.
5. Communications & Visibility
- Develop and implement a communications plan to enhance programme visibility.
- Contribute to communication materials promoting JP RWEE’s impact.
6. Administration & HR Support
- Supervise the JP RWEE MEAL Coordinator.
- Facilitate capacity-building initiatives for implementing partners.
- Ensure proper documentation and approvals for programme funds and activities.
Qualifications & Experience
Requirement | Details |

Education | Advanced degree in International Development, Gender Studies, Sociology, or related field. A first-degree holder with additional experience may also be considered. |
Experience | – Minimum 2 years in women’s economic empowerment and gender equality programming. – 5 years in programme management and coordination. – Experience working with multi-stakeholder partnerships. |
Skills | – Strong coordination and leadership skills. – Ability to work independently and meet deadlines. – Excellent interpersonal and communication skills. – Experience with gender equality and women’s empowerment in rural development. – Understanding of the Sustainable Development Goals (SDGs), especially SDG 5 (Gender Equality). – Strong drafting and reporting skills. |
Languages | Fluency in English is required. Knowledge of Swahili is an asset. |
Contract Duration
- 7 months, with the possibility of extension based on funding and performance.
