PHSRF is a prominent non-governmental organization dedicated to improving health outcomes across Tanzania. Established from the Angaza Zaidi program, a USAID-funded HIV and AIDS prevention initiative, PHSRF has over 15 years of experience in implementing vital health projects nationwide. Registered under the Non-Governmental Organization Act of 2002, PHSRF supports various HIV-related services under the EpiC program in Kinondoni district, Dar-es Salaam.
Position Overview
Job Title: Finance and Administration Officer
Location: Dar es Salaam
Number of Positions: 1
Reports To: Finance Manager
Contract Type: One-year contract with potential renewal based on performance and availability of funds
Key Responsibilities
1. Financial Accounting:
- Prepare timely and accurate monthly accounts.
- Conduct regular account reconciliations and manage local bank accounts.
- Oversee payroll preparation, disbursement checks, and maintain supporting documentation.
- Manage programme timesheets and travel advances according to PHSRF policies.
2. Budget Management & Reporting:
- Prepare monthly budget vs. actual reports for the Program Manager and Finance Manager.
- Support the bi-annual budget re-forecasting process in line with the programme work plan.
3. Financial Integrity & Compliance:
- Implement internal controls and safeguard organizational assets.
- Ensure compliance with donor regulations and Tanzanian law.
- Facilitate audit procedures and address audit findings promptly.
4. Programme Administration:
- Oversee all programme finance and administration tasks, including petty cash, procurement, and staff travel.
- Ensure timely procurement of essentials and adherence to administrative policies.
- Coordinate seminars, workshops, and meetings, and maintain insurance coverage for assets and staff.
5. Human Resources Management:
- Support recruitment processes and manage employment contracts.
- Update HR procedures and ensure compliance with legal requirements.
- Supervise payroll processing and manage employee contracts.
6. Systems and Policies:
- Contribute to the development and improvement of internal management systems.
- Develop a database of preferred suppliers and manage procurement processes.
- Maintain a fixed asset register and ensure compliance with procurement policies.
Qualifications and Experience
- Bachelor’s degree in Accounting, Finance, or a related field.
- Minimum of 5 years of experience in accounting and finance, particularly in donor-funded programs.
- Practical experience with accounting software (e.g., QuickBooks) and spreadsheets (e.g., MS Excel).
- Strong organizational, communication, and critical thinking skills.
- Ability to work under pressure and meet deadlines while maintaining high standards of compliance and confidentiality.
