Njombe Town Council, through the Alternative Employment Permit with Reference No. FA.228/613/01/B/050 dated 15/03/2024 and Reference No. FA.228/613/01/C/054 dated 07/06/2024, announces the following job vacancies and invites applications from qualified Tanzanians:

1.Village Executive III – 2 Positions

Qualifications

  • Must have completed Form Four/Six education.
  • Must have a Certificate (NTA LEVEL 5) in one of the following fields: Administration, Law, Social Education, Financial Management, Community Development, or Arts Science from Hombolo Local Government Institute or any other recognized government institution.

Duties and Responsibilities

  • Serve as the responsible officer and chief executive of the village government.
  • Supervise the security and safety of citizens and their property, act as a peacekeeper and supervisor of good governance in the village.
  • Coordinate and oversee the planning and implementation of village development plans.
  • Serve as the secretary of meetings and all committees of the Village Council.
  • Interpret and enforce policies, laws, and regulations.
  • Prepare performance reports and mobilize citizens to implement strategies to eliminate hunger, poverty, and increase wealth production.
  • Lead the heads of professional departments in the village.
  • Supervise, collect, and store all village records and documents.
  • Chair the experts’ meeting in the village.
  • Supervise the drafting of village bylaws.
  • Receive, listen to, and resolve citizens’ complaints and disputes.
  • Be accountable to the Ward Executive Officer.

Salary

  • According to the government salary scale TGS B1 per month.

2.Records Assistant Grade II – 1 Position

Qualifications

  • Must have Form Four (Form IV) or Form Six (Form VI) education.
  • Must have completed diploma training (NTA Level 6) in one of the following fields: Records Management, Cartography, Geoinformatics, Law, or Health Records from government-recognized institutions, with computer skills.

Duties and Responsibilities

  • Register incoming letters in the Incoming Correspondence Register.
  • Register outgoing letters in the Outgoing Correspondence Register.
  • Distribute files to action officers.
  • Receive files returning to the registry from action officers.
  • Search for records/documents or files needed by action officers.
  • Return files to the racks/filling cabinets or other storage places.
  • Monitor the circulation of files within and outside the institution (file tracking).

Salary

  • According to the government salary scale TGS C1.

General Conditions

All applicants must be Tanzanian citizens aged 18 to 45, except those already in government service. Applicants who are already Public Servants and have qualifications for entry-level positions in different cadres should have their application letters passed through their current employers, who should be satisfied accordingly. Applicants must attach verified copies of educational and professional certificates, including Form Four or Six certificates for those who reached that level, and certificates of completion of various training in accordance with the job requirements.

Postgraduate/Degree/Advanced Diploma/Diploma/Certificates, Form IV and VI exam certificates, Computer Certificate, Professional Certificates from respective boards.
Testimonials, Provisional Results, Statement of Results, Form IV and Form VI Results Slips will not be accepted. Applicants who studied abroad should ensure their certificates are verified and certified by the relevant authorities (TCU, NECTA, and NACTE). Applicants who were terminated from Public Service are not allowed to apply unless they have permission from the Chief Secretary.

Applicants who are already employed in entry positions within Public Service should not apply and must adhere to the instructions in Circular No. CAC.45/257/01/D/140 dated 30 November 2010. Submission of false information and qualifications will result in legal action.
